European Union leaders have reaffirmed their support for Ukraine as the country’s President, Volodymyr Zelenskiy, seeks additional military and financial assistance amid intensifying Russian attacks.
The discussions took place at an EU summit in Brussels on Friday, against the backdrop of growing uncertainty over the future level of American support for Kyiv.
Zelenskiy urged European leaders to help Ukraine prepare for winter, emphasising the need for air defence equipment, energy support and additional funding.
The Ukrainian leader’s appeal came as Russian missile and drone attacks continued to damage infrastructure and disrupt electricity supplies in parts of the country.
US President Donald Trump, meanwhile, criticised Ukraine’s attacks on Russian oil refineries, describing them as a disgrace and arguing that they were contributing to higher global oil prices.
The disagreement has exposed tensions between Washington and Kyiv over the conduct of the war and the conditions necessary to achieve a settlement.
European leaders have expressed concern about the consequences of any reduction in American military and intelligence assistance to Ukraine.
The financial challenge is also significant. Ukraine faces a substantial funding gap for 2027, in addition to the military assistance it expects from international partners.

Some European officials have called for further financial support, while others have urged caution over the scale of new commitments.
The developments highlight the difficulty of maintaining a united international response as the conflict continues.
For Ukraine, the immediate priorities remain protecting civilians, securing energy infrastructure and maintaining the resources required to defend the country.
