Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Dr Kadri Obafemi Hamzat, has pledged to prioritise safety, environmental reform, child protection, healthcare, education and technology if elected governor in 2027.
Hamzat made the pledge on Monday during an appearance on TVC’s Journalists’ Hangout programme, where he outlined his plans for the state ahead of the 2027 governorship election. He said his administration would begin by reorganising land use, drainage and infrastructure while strengthening intelligence-driven security to ensure residents could move freely and return home safely.
The deputy governor said human capital development would be central to his administration, promising to introduce a child welfare law requiring every child below 18 in Lagos to be in school or undergoing skills training. He also pledged to train one million residents in digital and technology skills within four years.
Hamzat said 71 training hubs were being established across the state to provide courses in areas including artificial intelligence, cybersecurity, blockchain, database design and chatbot development, with participants expected to obtain certifications within three to six months. He said Lagos must take advantage of its position as Nigeria’s startup hub to equip young people for global employment opportunities.
On transportation, Hamzat proposed expanding water and rail transportation, including the deployment of 77 electric ferries and the development of a major water transport hub at Oworonshoki. He said an integrated transport system combining road, rail and waterways would improve connectivity and reduce pressure on Lagos roads. Recent campaign proposals also include completing rail extensions and expanding smart transportation systems.
On the environment, Hamzat said his administration would intensify efforts to tackle flooding by improving drainage infrastructure and deploying technology in clearing and monitoring drainage channels. He also proposed expanding waste-to-energy projects as part of measures to address environmental challenges. His comments come as Lagos reviews its approach to flooding in response to rising water levels, heavier rainfall and other climate-related pressures.
In healthcare, he pledged to increase bed spaces and strengthen maternal care in general hospitals, while promising expanded shelters and support services for victims of domestic violence.
Hamzat also said measures would be introduced to reduce food costs, including logistics hubs and storage facilities, while smart cameras and command centres would be expanded to improve emergency response and security across the state.
The APC candidate emerged as the party’s 2027 governorship candidate in May after winning its primary election. He has presented his wider agenda as one focused on digital transformation, infrastructure, education and human capital, healthcare, economic opportunity and security.
Hamzat said the objective was to build a Lagos where infrastructure, technology, security and human development work together to improve the quality of life of residents.
